SENCO: 'Middle man' or 'Coordinator'? SENCO:「夾心人」 抑或 「統籌人」?

Education Bureau has focused more attention to SEN students in recent years, putting more resources and manpower. The most obvious measure is to designate a SENCo in each school. However, is the workload, role and duty execution befitting the position? Or are SENCos becoming ‘middlemen’? The purpose of appointing SENCos is to designate a coordinator in schools to handle applications for special examination arrangements, assessment arrangements, communication with parents or other teachers, and any other affairs related to SEN students. However, SENCos may encounter many challenges. For example, the reduction of teaching load is not understood by colleagues, conflictive cooperation with Discipline team, limiting time to study each single case, inconsistent duty requirements in school standard and Education Bureau standard. SENCos still encounter a lot of challenges. The duties and operation of SENCos is still being continuously observed. And it is expected the result can be determined after a few years.

由於教育局近年提高了關注特殊需要學生,例如增加了資源及人力物力,而最明顯的一項就是於每所學校增加特殊需要統籌主任一職。然而這個位置的工作量、角色及實質執行又是否合宜?抑或特殊需要統籌主任成為了「夾心人」? 設立特殊需要統籌主任原意是讓學校有一個統籌人,處理有關特殊考試申請、評估安排、與家長溝通或校内各老師的溝通,及在特殊需要學生事務上作接頭人。但特殊需要統籌主任在實質上遇到很多挑戰。例如:減堂處理SEN學生文件不獲同事理解、和訓導合作卻變成「加把口」,多事或维護融合生、沒有充分時間研究每個學生的個案而被逼變成了「文字機器」、校本與官方通告中對特殊需要統籌主任的職責不一致等。 特殊教育需要統籌主任一職仍有很多被挑戰的地方,在運作上各方可算是被觀察之中,成效可望再過數年後再作定斷。
