Hong Kong’s examination-centric education system has been producing ‘talents’ defined by traditional academic attributes. Meanwhile, to meet changes in talent demand, our international counterparts have established multiple study pathways to nurture diverse talents. To lay the foundation for a new era of an all-encompassing education ecosystem, six-pronged policy recommendations to bolster Applied Education to cope with technological advancement and talent mismatch are proposed: 1.Industry involvement, 2. Funding mechanism, 3. Admission system, 4. Strengthening the Higher Diploma by building an applied articulation pathway, 5. Unleashing technological talents by cutting-edge Applied Education; and 6. Institutionalising career exploration in secondary schools. Applied Education is the catalyst to take our education system to the next level. Under the six areas, 21 policy recommendations have been put forward for the Government’s consideration, to build a system that matches evolving social needs and nurtures innovative talents.

現今香港教育制度單一，偏重善於學術考評的學生。反觀，不少國家為配合人才需求的變化，建立了多種學習途徑培養多元化人才。報告以建構全方位應用教育制度為基礎，提出以下六項政策建議：一、發展理論與實踐並重的雙軌教育，二、優化自資院校的撥款機制，三、制定靈活的收生機制，吸納多元人才，四、強化高級文憑的角色，完善應用教育升學階梯，五、促進中學應用教育的商校合作，鼓勵學生參與，六、加強中學階段的生涯教育，協助學生為未來做好規劃。應用教育能為我們的教育制度帶來新景象。我們針對六大政策範疇提出了共二十一項政策建議，希望能釋放每個人的潛力，培養具備二十一世紀所需技能的人才。
